As emergency managers we must accept what we know, what we learn or discover and then determine what is the best course of action to implement or take to resolve the issue /problem or matter that confronts us. This can be accomplished by the USE of the 5 phases of Emergency Management. Below–defined — is the Five phases of Emergency Management.
These are the foundations and essentials of the profession of emergency management. I want — a brief 3 page (OPINION PAPER) of how — in your theory that these 5 phases of emergency management –> HAVE BEEN OR COULD HAVE BEEN implemented to possibly prevent the Corona Virus -COVID-19 from reaching our country.
This is an OPINION PAPER ONLY–. This is a brief (opinion paper) to SHARE to me (what you may want to state/share to our nations leadership) of how you as a student of emergency management are EITHER — > optimistic, proud , pleased, supportive, relieved, encouraged, OR pessimistic, disappointed, frustrated , baffled , discouraged, in opposition, delusional.
YOUR OPINION can be either way about where our country is heading or going with this Corona Virus and how these 5 phases of Emergency Management are or are not being used –(IN YOUR OPINION). There is NO –> right or wrong opinion — “don’t sweat the small stuff– its all small stuff ” and so is an OPINION we each have one !
Let me hear yours about this Corona Virus in our country today and where you stand with the 5 phases of Emergency Management either being implemented or not being implemented so far –PRO or CON –used or not used — BY OUR LEADERSHIP . To summarize what I am asking and/or requesting from you is to consider this a letter of either — your support or non support to what our governments leaders are implementing — with respect to the 5 phases of emergency management to protect our citizens and our country.
Example: It has been three months since the united states been facing the COVID 19 situation, How it affect the country, measures in. place like 6 feet distancing, what you think could have been done from not making it affect the United states so much; population affect; symstomps.
THE FIVE PHASES OF EMERGENCY MANAGEMENT
Prevention focuses on preventing human hazards, primarily from potential natural disasters or terrorist (both physical and biological) attacks. Preventive measures are designed to provide more permanent protection from disasters; however, not all disasters can be prevented. The risk of loss of life and injury can be limited with good evacuation plans, environmental planning and design standards.
Preparedness is a continuous cycle of planning, organizing, training, equipping, exercising, evaluating, and taking corrective action. Training and exercising plans is the cornerstone of preparedness which focuses on readiness to respond to all-hazards incidents and emergencies.
Response is comprised of the coordination and management of resources (including personnel, equipment, and supplies) utilizing the Incident Command System in an all-hazards approach; and measures taken for life/property/environmental safety. The response phase is a reaction to the occurrence of a catastrophic disaster or emergency.
Recovery consists of those activities that continue beyond the emergency period to restore critical community functions and begin to manage stabilization efforts. The recovery phase begins immediately after the threat to human life has subsided. The goal of the recovery phase is to bring the affected area back to some degree of normalcy.
Mitigation is the effort to reduce loss of life and property by lessening the impact of disasters and emergencies. Mitigation involves structural and non-structural measures taken to limit the impact of disasters and emergencies. Structural mitigation actions change the characteristics of buildings or the environment; examples include flood control projects, raising building elevations, and clearing areas around structures. Non-structural mitigation most often entails adopting or changing building codes.
