The Act defines harassment and states: “References to harassing a person include alarming the person or causing the person distress” (S.7(2)).
A ‘course of conduct’ in the case of harassment of a single person must involve conduct on at least two occasions. There is a consensus, however, within the existing literature that the criminal justice response to victims of harassment and stalking requires improvement. Studies in the United States, United Kingdom, Australasia, and Europe suggest that victims are likely to encounter significant barriers when reporting their concerns to the police. More recently, the restrictions on daily life imposed in response to COVID‐19 (Coronavirus) has led to increased concerns about the impacts and consequences for victims of stalking. The proposed study will investigate the implications of the COVID-19 crisis for victims of stalking, specifically the impact on victims and the response of criminal justice agencies, within one city area of the UK. The question guiding this research will be: “How do victims who reported harassment and stalking to the police during the social restrictions imposed during the Covid-19 lockdowns describe their experiences?”
To give a voice to victims’ experiences, the research should offer two options for participation. The first would comprise a face-to-face, semi-structured interview; the second would involve a telephone interview based on the same semi-structured interview guide (for those who would prefer not to have face-to-face contact). It is proposed that approximately 30 semi-structured interviews would be manageable within the twelve-month timeframe and resources available for the study. The main recruitment method proposed is via support services for people who had reported harassment and stalking to the police. To try and recruit a diverse range of participants, these organisations should include Victim Support; domestic violence services; sexual violence services; LGBTQ organisations; specialist services supporting minority ethnic communities; stalking charities; and women’s centres.
